The Agencies, The National Govt.. have to tighten the noose around the neck of the Entrepreneurs. But some of the Officials have started exploiting the Catch 22 situation to meant money those who bribe the officials go scot free while those who refuse to succumb & try to exercise the instinct of the noble savage enter into a conflict, & like the lion laugh at the official like the natural lion king laugh at the man who has become arrogant with a gun on the solder.
